Ram Prasad took a day off. The line started before he did.

Ram Prasad retired three years ago. He doesn’t drive anymore. When his plot-registration date came up, his son dropped him at the sub-registrar office at 7:30 a.m. The office opens at 10. Fifty-three people were already in line.
By noon, he was seated on a concrete kerb outside. By 2 p.m. the line had moved — but only by nine.
He was called at 4:17 p.m. The window closed at 4:30.
